Application for Service

Each prospective customer desiring electric service is required to sign an application for service. This form is available at the business office and should be signed prior to establishment of service. Only in very unusual cases or special circumstances should service be connected without the customer appearing at our business office.

Applications for Cable, Internet and Phone services may be taken over the phone or in person. Except in the instance of a bulk account at the residence or business, the Cable, Internet and/or Phone service will be listed in the same name as the electric account.

If, for reasons of emergencies, illness, physical handicaps, or other justifiable circumstances the customer is unable to appear at our business office, special arrangements shall be made for someone to sign the application within 24 hours.

Personal identification of the prospective customer will be required at the time of sign up. This evidence of identification must be a United States government issued picture ID or a United States State issued driver’s license and a social security card.

Service Deposits

The customer’s credit is run on all residential power customers prior to the connection of any service. The deposit amount is based on the credit score of each customer. All deposits will be refunded to the customer upon termination of the service and complete settlement of all billing. Residential deposits are one hundred, two hundred and three hundred dollars.

At this time, there is no deposit required for either Cable , Internet or Phone service. If there becomes a need for one in the future, this policy could be amended.


The following fees are assessed as follows:

Collection fee $25 – collected with monthly bill
Reconnect fee $50 – during business hours


Digital Millennium Copyright Act

Scottsboro EPB Copyright Infringement and Repeat Infringer Policy

Scottsboro EPB requires all customers and users of its internet service to comply with the U.S. copyright and related laws. In Accordance with the Digital Millennium Copyright Act (DMCA), you may not store any material or content on, or use Scottsboro EPB’s internet service or systems in any manner that constitutes an infringement of third party intellectual property rights, including rights granted by U.S. copyright law. Scottsboro EPB’s policy is to respond to notices of alleged copyright infringement if such notices substantially comply with the DMCA and other applicable laws and/or regulations and to remove and/or disable access to material of repeat infringers.

Upon receipt of a properly documented infringement claim, Scottsboro EPB will work expeditiously to take down, remove, block or otherwise disables access to material in order to comply with the DMCA. Scottsboro EPB will use its best efforts to contact the affected subscriber or user so that they may respond with a counter-notice, as described in the DMCA. If Scottsboro EPB receives a counter-notice that substantially complies with the DMCA and other applicable laws and/or regulations, Scottsboro EPB will provide the copyright owner with a copy. Unless Scottsboro EPB receives notification from a copyright owner that he has filed a court action seeking to restrain the alleged infringement, Scottsboro EPB will restore or unblock the material within 10 business days of its receipt of the “counter-notice. If Scottsboro EPB receives such notification of court action, Scottsboro EPB will not restore or unblock the material, but will use its best efforts to forward said notice to the customer or user affected.

Scottsboro EPB reserves the right to terminate service upon receiving evidence of repeated instances of copyright infringement.

In response to the DMCA, Copyright owners may report alleged infringements to Scottsboro EPB’s designated agent for notification of any alleged copyright infringement. The agent can be reached by mail, telephone, or e-mail, as follows:

Pursuant to the DMCA, anyone who knowingly makes material misrepresentations regarding alleged copyright infringement may be liable to Scottsboro EPB, the alleged infringer, and the affected copyright owner for any damages incurred in connection with the removal, blocking, or replacement of allegedly infringing material.

Steps to submit notice of claimed infringement

Copyright owners may report alleged infringements of their material to Scottsboro EPB’s designated agent with the following information required in Section 512 (c)(3) of the U.S. Copyright Act:

  1. Your physical or electronic signature;
  2. Identification of the copyrighted work(s) that you claim has been infringed;
  3. Identification of the material that you claim is infringing on your copyrighted work or that is the subject of infringing activity, and that is to be removed;
  4. Information reasonably sufficient to allow Scottsboro EPB to contact you including your mailing address and telephone number, along with your e-mail address, if available;
  5. The following written statement made by you: “I have a good faith belief that the use of the materials identified above is not authorized by the copyright owner, its agent or the law”;
  6. The following written statement made by you: “The information in this complaint is accurate and that I am the copyright owner or authorized to act on behalf of the copyright owner”.
Steps to comply with a notice of claimed infringement when received

If you believe that you have not infringed on protected material, you must then send a counter-notice, in writing, pursuant to the requirements of the DMCA to Scottsboro EPB’s designated agent, with the following information:

  1. Your physical or electronic signature;
  2. Information sufficient to allow Scottsboro EPB to contact you including your name, mailing address and telephone number, along with your e-mail address, if available;
  3. Identification of the material and its location before it was removed;
  4. The following statement made by you: “I swear, under penalty of perjury, that I have a good faith belief that the materials described above were removed or disabled by mistake or misidentification”;
  5. The following statement made by you: “I consent to the jurisdiction of the Federal District Court for the Judicial District in which my address is located, or if my address is outside the United States, for any judicial district in which Scottsboro EPB may be found, and I will accept service of process from the person who provided the original notice of infringement or that person’s agent”.

The Scottsboro Electric Power Board does not in any way block, throttle or prioritize any of its customers’ Internet traffic, for payment or otherwise.
